The Department of Finance (DoF) aims to help the Northern Ireland Executive secure the most appropriate and effective use of resources and services for the benefit of the community. The key objective of the Department is to deliver quality, cost effective and efficient public services and administration in the Department’s areas of executive responsibility.


Digital Shared Services

The aim of Digital Shared Services is to deliver a customer-oriented Digital and Technical Service to the Northern Ireland public service, business and Northern Ireland citizens. The mission of Digital Shared Services is to work with the public sector as a trusted partner and supplier and support the transformation and delivery of digital shared services by:-

  • Providing quality compliant services in a way that meets the needs and expectations of customers;
  • Innovating and investing in technology aligned to Public Sector needs;
  • Demonstrating the value of investing in digital to support transformation within organisations and across traditional boundaries;
  • Developing people to lead the transformation and delivery of digital shared services.

Digital Shared Service has 5 main business areas:

  • Services and Operations
  • Digital Transformation
  • Policy, Strategy and ICT Security
  • Enterprise Digital Development
  • Digital NI Enabling Programme

The Role – Chief Operating Officer

The Chief Operating Officer is a permanent ICT level 8 post within Digital Shared Services. This role is an exceptional opportunity for an experienced ICT professional to lead and direct the provision and delivery of ICT services.

As a member of the Digital Shared Services senior management team the post holder contributes to the strategic direction of the organisation providing professional guidance and leadership particularly in relation to Operational Services, procurement, contract management, development and the implementation of new ICT and Digital Services solutions.

The post holder is responsible for 5 teams;

  • Service Planning and Innovation
  • Infrastructure Operation
  • Client Operations
  • Customer Services
  • Corporate Services

The overall purpose of the job is to provide strategic leadership for the operations and delivery of Digital Shared Services. The role involves close collaboration with senior staff in Digital Shared Services and stakeholders across NICS Departments and wider public sector.
