The key objective of the Department is to deliver quality, cost effective and efficient public services and administration in the Department’s areas of executive responsibility.


Digital Shared Services

The aim of Digital Shared Services is to deliver a customer-oriented Digital and Technical Service to the Northern Ireland public service, business and Northern Ireland citizens. The mission of Digital Shared Services is to work with the public sector as a trusted partner and supplier and support the transformation and delivery of digital shared services by:-

  • Providing quality compliant services in a way that meets the needs and expectations of customers;
  • Innovating and investing in technology aligned to Public Sector needs;
  • Demonstrating the value of investing in digital to support transformation within organisations and across traditional boundaries;
  • Developing people to lead the transformation and delivery of digital shared services.

Digital Shared Service has 5 main business areas:

  • Services and Operations
  • Digital Transformation
  • Policy, Strategy and ICT Security
  • Enterprise Digital Development
  • Digital NI Enabling Programme

The Role – Chief Strategy Officer

The Chief Strategy Officer role is a permanent ICT level 8 post within Digital Shared Services.

As a member of the Digital Shared Services senior management team the post holder contributes to the strategic direction of the organisation. They provide professional guidance and leadership particularly in relation to key NICS strategies, emerging and existing policies, cyber security, ICT workforce management and information protection.

The role is an exceptional opportunity for an experienced ICT professional to lead a range of functions critical to providing strategic direction to inform DSS service delivery.

The post holder is responsible for a number of business areas, as below,

  • Strategy and Policy
  • DSS IT/Cyber Security
  • DSS Information Protection including DSS Information Assurance and Information Management
  • Data Services including Open Data
  • ICT Workforce Management
  • NICS IT Profession Support Services

The overall purpose of the job is to lead the development of ICT strategy and policy for Digital Shared Services and across NICS. The role involves close collaboration with senior staff in Digital Shared Services and stakeholders across the NICS Departments and wider public sector.
